Sr. Manager, International Government Programs (Weather Technology)

Location: Remote US. The role requires international travel as programs demand and is restricted to U.S. citizens, permanent residents, and protected individuals unless required export-control licenses are obtained.

Salary: $130,000–$165,000 per year, subject to local market, skills, and experience.

What you will do

• Own international government programs end to end, from contract kickoff and proof-of-concept execution through solution delivery, operational deployment, and ongoing support.
• Translate contracts into executable plans with milestones, deliverables, owners, budgets, schedules, and accountability.
• Manage multiple programs across countries, time zones, regulatory environments, and procurement frameworks.
• Coordinate Legal, Finance, Product, Science, Engineering, Customer Success, external partners, subcontractors, and integrators.
• Lead pre-sale support through deal reviews, proof-of-concept scoping, technical and financial validation, and proposal development.
• Build program tracking, governance, reporting, risk-management, and delivery processes suited to a fast-growing organization.

Requirements

• 8+ years of hands-on program or project management experience delivering complex technical programs for or with international government customers.
• Direct experience with government agencies outside the United States, such as national meteorological services, defense ministries, civil aviation authorities, or disaster management agencies.
• Experience owning programs end to end and building execution structures in environments without extensive institutional support.
• Ability to manage concurrent programs across countries, time zones, and regulatory frameworks while maintaining control of details and timelines.
• Strong cross-functional influence skills across engineering, science, legal, and product teams without formal authority.
• Excellent written and spoken English and eligibility to work under applicable U.S. export-control restrictions are required.

Nice to have

• Experience with weather, climate, earth observation, or environmental monitoring technologies.
• Familiarity with SaaS or Data-as-a-Service delivery models in government.
• Experience with RFP, RFQ, tender, and unsolicited procurement processes.
• Commercial experience with deal economics, pricing, contract negotiations, and delivery margins.
• Spanish, Portuguese, Thai, Bahasa, French, or other languages relevant to international markets.
