TL;DR
Senior Manager, People & Culture (Talent Acquisition and Employee Relations): Leading workforce planning, local and foreign worker recruitment, internship programs, and People & Culture services in a Malaysian manufacturing environment with an accent on industrial relations, employment compliance, and talent pipeline development. Focus on managing work permits and workforce quotas, resolving complex employee cases, partnering with government authorities, and developing the People & Culture team.
Location: Kepala Batas, Penang, Malaysia. The role follows a flexible work model combining purposeful in-person collaboration with flexibility.
Pay range: MYR 0–0 monthly (indicative projected hiring range).

What you will do
- Lead local and foreign workforce recruitment, manpower planning, sourcing strategies, onboarding, and recruitment performance management.
- Manage foreign workforce quotas, work permits, passports, contracts, insurance, medical examinations, statutory renewals, accommodation, transportation, and integration.
- Oversee Staff and Indirect Labour recruitment for Malaysia and Development & Tooling, including talent pipelines and university partnerships.
- Lead the Internship and Graduate Internship Program, covering recruitment, placements, onboarding, development, evaluations, and conversion planning.
- Manage Industrial Relations and Employee Relations cases, including investigations, grievances, disciplinary actions, workplace conflicts, and official proceedings.
- Serve as the People & Culture Business Partner for MDT, lead the P&C team, and support audits, compliance, employee services, and continuous improvement.
Requirements
- Bachelor’s degree in Human Resource Management, Business Administration, Psychology, Management, or a related discipline.
- At least 12 years of progressive Human Resources experience, including Talent Acquisition, foreign workforce management, Employee Relations, and Industrial Relations.
- At least 6 years of managerial or team leadership experience.
- Experience with local and foreign worker recruitment, manpower planning, disciplinary matters, employee cases, and government liaison activities.
- Strong knowledge of Malaysian employment legislation, industrial relations practices, immigration requirements, and statutory regulations.
- Strong leadership, stakeholder management, negotiation, influencing, conflict-resolution, analytical, organizational, and problem-solving skills.
Nice to have
- Experience in a manufacturing or high-volume operational environment.
- Experience with recruitment campaigns, career fairs, campus programs, and employer branding.
