TL;DR
ICLA Programme Development Manager (Humanitarian Legal Assistance): Designing and implementing humanitarian legal assistance programming in Haiti with an accent on legal identity, documentation, housing, land and property rights, and protection. Focus on translating contextual analysis into programme design, developing evidence-based proposals and budgets, and strengthening monitoring, evaluation, and programme quality.

Location: Port-au-Prince, Haiti; travel to intervention areas approximately 30% of the time, including overnight field stays.

What you will do

  • Conduct contextual ICLA analysis, assessments in hard-to-reach areas, and reviews of potential national partners.
  • Design ICLA activities, implementation models, operational plans, strategies, technical SOPs, guidelines, and Macro LFAs.
  • Align protection-from-violence services with national strategies and global protection frameworks.
  • Lead proposal development, donor engagement, project extensions, and preparation of evidence-based budgets.
  • Develop assessments and advocacy strategies while generating evidence for programme development.
  • Establish monitoring and evaluation frameworks, analytical tools, and staff capacity-building on quantitative and qualitative data analysis.

Requirements

  • At least 3 years of experience in a senior project implementation role in a humanitarian or recovery context, with documented results.
  • Fluency in French and English, both written and verbal.
  • University degree in law, social sciences, social work, psychology, protection, or a related field; a law degree is preferred.
  • Professional experience in protection and legal assistance programming, including legal identity, documentation, and Housing, Land and Property programming in humanitarian settings.
  • Experience translating legal and contextual analysis into programme design, advocacy, and operational decisions.
  • Experience working with vulnerable populations and victims of conflict or violence, plus experience in budget management.

Nice to have

  • Knowledge of Haitian Creole.
  • Knowledge of the Haitian context.
  • Knowledge of personal leadership skills and profile.
