Product Manager (Public Sector)

Location: Hybrid in Harrisburg, Pennsylvania, with 2 days on-site per week at a Pennsylvania office, including Wednesdays, and 3 remote days.

What you will do

• Own the product vision, strategy, roadmap, and success metrics for the three-year CAI application modernization initiative.
• Lead planning and delivery of a large-scale public-sector legacy application modernization effort.
• Gather, document, prioritize, and translate stakeholder needs into user stories, acceptance criteria, and product backlog items.
• Collaborate with business stakeholders, architects, developers, UX/UI designers, vendors, and technical delivery teams on platform, architecture, and integration decisions.
• Oversee testing, implementation, and large-scale data conversions while supporting Agile/Scrum ceremonies.
• Manage risks, dependencies, compliance alignment, change management, user adoption, training, and status reporting.

Requirements

• 5+ years of experience as a Product Manager leading large-scale public-sector modernization efforts valued at $10M or more.
• Experience modernizing legacy applications or leading digital transformation initiatives.
• Strong experience gathering requirements from diverse business stakeholders and managing actionable product backlogs.
• Experience overseeing and testing large-scale data conversions.
• Working knowledge of Agile/Scrum and tools such as Azure DevOps, Jira, or similar platforms.
• Strong written and verbal communication, organization, prioritization, and stakeholder management skills.

Nice to have

• Experience with enterprise modernization, Microsoft technologies, Azure, cloud platforms, or content management systems.
• Experience with process improvement and business process reengineering.
• Knowledge of WCAG 2.1 accessibility standards and public-sector compliance requirements.
• Experience with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
• Bachelor’s degree in Business, Information Systems, Computer Science, or a related field, or equivalent experience; YAFOS certification.
