Senior Program Officer, Health Systems Strengthening - Health Financing and Supply Chain (6 Months LTE)

Location: Addis Ababa, Ethiopia; based in Ethiopia

What you will do

• Lead the design, negotiation, execution, and management of grants and contracts supporting health financing, pharmaceutical systems, supply chains, and primary health care.
• Oversee portfolio implementation, budgets, milestones, performance, learning, risk management, and course correction.
• Engage the Government of Ethiopia, including the Ministry of Health, on policy dialogue, health financing, pharmaceutical systems, supply chain initiatives, and health system reforms.
• Represent the Foundation in technical working groups, coordination platforms, governance bodies, conferences, and high-level national, regional, and global forums.
• Build partnerships with donors, development finance institutions, UN agencies, implementing partners, academia, civil society, and the private sector.
• Use data, implementation research, and evidence to guide investment decisions, strategic planning, and actionable recommendations.

Requirements

• Advanced degree or equivalent demonstrated experience in medicine, public health, health economics, health financing, health policy, pharmacy, supply chain management, or a related field.
• Significant experience leading health systems strengthening initiatives and designing, implementing, and managing health care financing programs.
• Deep expertise in health economics, strategic purchasing, provider payment reform, health insurance and risk pooling, benefits package design, resource mobilization, and Universal Health Coverage.
• Extensive experience in pharmaceutical systems and health supply chain management, including procurement, forecasting, logistics, warehousing, distribution, governance, and access to essential medicines.
• Experience working with Ministries of Health, government institutions, donors, and complex grant and contract portfolios.
• Current work authorization in Ethiopia is required; visa sponsorship is not available now or in the future.

Nice to have

• Prior experience working in Ethiopia.
• Familiarity with digital health, health information systems, and data-driven approaches.
• Experience with local pharmaceutical and health commodity manufacturing and health technology assessment.
