Senior Design and Construction Manager (Semiconductor)

Location: Hsinchu, Taiwan. The role supports capital projects across Asia-Pacific, including Korea, Japan, China, and Singapore, with regular travel and approximately 50% travel time. Relocation eligible.

What you will do

• Lead the full lifecycle of large-scale capital construction projects, from entitlement and design through construction, commissioning, and turnover.
• Manage base-build construction covering site development, structural systems, MEP infrastructure, architectural finishes, offices, R&D labs, manufacturing facilities, and light industrial projects.
• Deliver specialized semiconductor facilities, including ISO-classified cleanrooms, R&D laboratories, hazardous materials systems, chemical delivery, gas distribution, exhaust, and abatement systems.
• Coordinate contractors, authorities, vendors, consultants, and global project teams across multiple Asia-Pacific markets.
• Maintain cost, schedule, risk, funding, resource, and project pipeline controls, while providing executive-level reporting.
• Standardize delivery practices and manage third-party design, general contracting, project management, quantity surveying, and project controls providers.

Requirements

• Bachelor’s degree in Construction Management, Engineering, Architecture, or equivalent field experience.
• 10+ years of progressive construction project management experience, including delivery of capital projects valued at $100M or more.
• Experience across entitlement, planning, design, construction, commissioning, contract administration, vendor management, and project controls.
• Knowledge of Design-Build, CM at Risk, IPD, Lump Sum, GMP, and Cost-Plus delivery and contract models.
• Fluent business English is required for global coordination and cross-border reporting.
• Strong leadership, executive communication, supplier management, negotiation, claims resolution, and cross-cultural stakeholder management skills. Willingness to travel outside Taiwan is required.

Nice to have

• Semiconductor or high-tech facility construction experience, including cleanrooms, hazardous materials infrastructure, tool installation, and facility startup.
• Mandarin proficiency for local contractor and authority engagement.
• Experience with permitting, zoning, environmental assessments, and regulatory processes in an Asia-Pacific market, especially Taiwan.
• Knowledge of EHS principles, ISO or OSHA-equivalent frameworks, RICS, NEC, AACE, quantity surveying, earned value analysis, and project controls tools.
