PMO Lead - EMEA

Financial services organisation operating in a regulated trading environment, with an EMEA hub in Dublin and teams across the region working with global offices.

What you will do

• Design and implement the PMO operating model, including governance structures, project lifecycles, reporting standards, and delivery tooling.
• Assess the existing project landscape and create a scalable plan for building the PMO function.
• Define and embed project and programme methodologies that balance delivery rigour with business agility.
• Recruit, lead, coach, and develop a small high-performing PMO team while remaining hands-on in delivery.
• Oversee portfolio planning, investment prioritisation, resource allocation, project intake, benefits realisation, and return on investment reporting.
• Partner with senior leadership, Compliance, Risk, and business stakeholders to manage governance, dependencies, risks, steering committees, and programme visibility.

Requirements

• Proven experience establishing or developing a PMO function, preferably in financial services or another regulated environment.
• Experience managing complex multi-workstream portfolios covering technology, regulatory change, and business transformation at regional or global scale.
• Strong people leadership, team-building, coaching, stakeholder management, and senior-level communication skills.
• Experience designing governance frameworks, reporting structures, project methodologies, and organisational adoption programmes.
• Working knowledge of project and programme tools such as MS Project, Jira, Smartsheet, or equivalent.
• Ability to assess business cases, track return on investment, apply Agile and hybrid methodologies, and operate effectively in ambiguity.

Nice to have

• Experience in trading, capital markets, or investment management.
• Exposure to regulatory change programmes such as MiFID II, EMIR, or DORA.
• Professional project management qualification such as PMP, PRINCE2, or MSP.
