Project Manager

Location: Must reside in Hawaii or California. Remote and hybrid arrangements are listed, with regular onsite engagement and approximately 20% travel required for Navy N9 office and installation meetings.

Base salary: $90,000–$100,000 per year, plus performance-based bonuses.

What you will do

• Support Navy N9 planning, coordination, reporting, and execution for unaccompanied housing and barracks programs.
• Assess barracks and housing assets, including condition, utilization, requirements, and compliance with applicable standards.
• Facilitate meetings, workshops, and working groups with Navy leadership, installation personnel, and stakeholders.
• Research and synthesize data to support policy development, planning decisions, recommendations, and executive deliverables.
• Evaluate Title 10 authorities and develop recommendations for their application to housing initiatives.
• Track schedules, actions, deliverables, risks, budgets, and monthly project reporting.

Requirements

• Bachelor’s degree or equivalent experience.
• At least 5 years of relevant project management and professional services experience.
• Demonstrated experience with unaccompanied housing, barracks, military facilities, installation planning, or related housing and infrastructure programs.
• US citizenship and residence in Hawaii or California are required.
• Excellent formal writing, planning, organization, time management, and analytical skills.
• Experience facilitating meetings, workgroups, and workshops and translating housing or facility data into actionable recommendations.

Nice to have

• Experience supporting Navy, Department of Defense, or other federal clients.
• Experience with housing assessments, requirements development, facility condition evaluation, program metrics, policy analysis, and strategic planning.
