TL;DR
Senior Specialist, Project Engagement (Transmission and ROW): Developing and managing stakeholder outreach strategies for utility transmission and distribution projects with an accent on municipal coordination, property-owner communications, and project impact mitigation. Focus on managing field outreach representatives, resolving escalated stakeholder issues, and reducing scope, schedule, and cost risks across Connecticut and the broader MA/CT/NH footprint.

Location: Hartford, Connecticut; hybrid schedule with at least three days in the office, including Tuesdays and Wednesdays. Project support may be required across Massachusetts, Connecticut, and New Hampshire, with travel between these states as necessary.

Annual salary: $115,690–$128,540, plus potential incentive.

What you will do

  • Develop and manage stakeholder outreach strategies for multiple transmission, distribution, and right-of-way projects.
  • Oversee field outreach representatives, including contractor performance, contracts, invoices, and issue resolution.
  • Assess property and community impacts during constructability reviews and site walkdowns, and develop mitigation plans.
  • Coordinate right-of-way work, project impact mitigation, stakeholder messaging, and cross-functional work coordination meetings.
  • Manage communications with property owners, municipal officials, regulators, legislators, advocacy groups, residents, businesses, and media.
  • Coordinate hearings, public logistics, contractor training, stakeholder commitments, and dispute resolution for project-related impacts.

Requirements

  • Five to eight years of utility, community outreach, project management, or related experience.
  • Bachelor’s degree in business administration, marketing, business management, communications, or a similar discipline, or equivalent experience.
  • Strong leadership, communication, project coordination, analytical, and prioritization skills.
  • Ability to engage effectively with property owners, businesses, municipal officials, environmental groups, and community organizations.
  • Basic understanding of federal and state siting and permitting requirements and foundational knowledge of transmission and distribution rights of way.
  • Valid motor vehicle license required; availability for emergency storm assignments and travel between Massachusetts, Connecticut, and New Hampshire required.

Nice to have

  • Experience managing and overseeing contractors, contracts, and invoices.
  • Stakeholder relationship-building, personnel management, and team-building experience.
  • Bilingual English/Spanish communication skills.
