Consultant, Digital Health (Ethiopia)

Location: Addis Ababa, Ethiopia; candidates must be located in and have work authorization in Ethiopia. Hybrid role embedded at the Ministry of Health Digital Health Lead Executive Office.

Fees: 1,999.20 USD per month. Consultancy period: September 1, 2026 – August 31, 2027, up to 30 hours per week.

What you will do

• Design, develop, test, debug, and prepare scalable deployment packages for digital health tools including Extension Essentials and HEP Assist AI.
• Support system architecture, software implementation, APIs, interoperability, and data synchronization with national platforms such as eCHIS, DHIS2, and iHRS.
• Translate field requirements, user feedback, and operational needs into product requirement specifications for software engineering teams.
• Develop rollout plans, monitoring frameworks, quality assurance protocols, and progress reports for national implementation.
• Coordinate with the Ethiopian Ministry of Health, technical working groups, donors, implementing partners, and LMH program teams.
• Deliver technical training, troubleshooting support, standard operating procedures, and system handover plans for health workers and Ministry of Health technical staff.

Requirements

• Bachelor’s degree in Computer Science, Computer Engineering, Software Engineering, Information Technology, or a related field, plus at least 5 years of relevant experience; or a Master’s degree with relevant experience.
• Experience designing, developing, implementing, or supporting digital health systems across the full software development lifecycle.
• Strong knowledge of software architecture, system integration, APIs, digital health platforms, user-centered design, and open-source software customization.
• Experience with full-stack development, debugging, testing, version control with Git, and frontend or backend technologies such as HTML, CSS, JavaScript, React, Angular, Vue, or Django.
• Experience with cloud-based or on-premise hosting, server administration, and technical training for technical and non-technical users.
• Work authorization in Ethiopia is required, along with strong communication, stakeholder management, and government-partner collaboration skills.

Nice to have

• Experience with eCHIS, DHIS2, Android application development, OppiaMobile, or Moodle.
• Experience using Jira or holding a PMP or similar project/program management certification.
• Experience collaborating with the Ethiopian Government on health, technology, or rural development initiatives.
