Policy Brief Consultant (Humanitarian Research): Developing an evidence-based advocacy brief on the impact of conflict on early childhood development through desk research, focus group discussions, and key informant interviews with affected caregivers and sector stakeholders. Focus on synthesizing qualitative and policy evidence, designing child-sensitive research tools, and producing recommendations for humanitarian advocacy.

What you will do

  • Review global evidence on early childhood development in conflict settings, Lebanon-specific reports from the 2024–2026 conflicts, and relevant national policies.
  • Develop focus group discussion and key informant interview tools in coordination with IRC and identify suitable interviewees.
  • Conduct focus group discussions with caregivers of displaced children aged 0–8.
  • Conduct key informant interviews with early childhood development experts, government representatives, humanitarian actors, and other stakeholders.
  • Analyze and synthesize literature review, focus group, and interview findings.
  • Draft, revise, validate, and finalize an evidence-based policy and advocacy brief with clear recommendations.

Requirements

  • Advanced degree in public policy, social sciences, international development, or a related field.
  • At least 5 years of experience in policy analysis, advocacy products, or research.
  • Experience conducting qualitative research, including focus group discussions and key informant interviews.
  • Experience in early childhood development, child protection, and/or humanitarian programming.
  • Fluency in English and Arabic, both verbal and written, is required.
  • At least two writing samples of policy or advocacy briefs or similar analytical reports for which the candidate was the lead author or principal contributor.
