Senior Adviser - Gulf Liaison

Location: Duty station in Doha, Abu Dhabi, Dubai, Riyadh, or Oslo; Doha is preferred. Extensive travel to the Gulf, Europe, and relevant country or regional hubs is required.

What you will do

• Develop and operationalise a humanitarian diplomacy strategy for Gulf engagement.
• Map stakeholders and create engagement plans and business development plans for Gulf and multilateral actors.
• Prepare strategic analysis and briefing products for leadership and country programmes.
• Strengthen engagement with targeted stakeholders, donors, and multilateral platforms.
• Support advocacy, positioning, and external engagement strategies in Afghanistan, Iran, and Ukraine.

Requirements

• Master’s degree in law, human rights, political science, or a related field.
• 8–10 years of experience in humanitarian diplomacy, advocacy, or high-level external engagement.
• Strong understanding of humanitarian principles, access negotiations, and protection frameworks.
• Proven experience with donors, resource mobilisation, strategic partnerships, and senior-level stakeholder engagement.
• Experience working in complex and politically sensitive environments, including knowledge of Gulf actors and donors.
• Fluency in English and Arabic is mandatory.

Nice to have

• Experience with sanctions environments and regulatory constraints.
• Knowledge of or fluency in other relevant languages.
