Workforce Housing Program Manager

What you will do

• Manage and ensure quality control of Workforce Hub operations with a hospitality-first approach to support labor attraction and retention.
• Lead vendor evaluations, budget monitoring, and enforce service level agreements and resident experience KPIs.
• Directly manage on-site Workforce Housing Site Coordinators and motivate teams to maintain high standards.
• Plan capacity aligned with construction schedules and lead site selection and assessments for housing developments.
• Partner with procurement on RFPs, vendor selection, contract negotiation, and maintain financial models and budget tracking.
• Develop operational playbooks, SOPs, and use technology to scale quality measurement and reporting.

Requirements

• Based in Dallas, TX with willingness to travel to sites as needed
• Proven experience managing complex, multi-stakeholder programs in construction, energy, hospitality, or logistics.
• Strong commercial and financial skills including budgeting and vendor negotiations.
• Experience leading and mentoring field or site-based teams with focus on performance and service standards.
• Ability to build processes from scratch including SOPs and reporting rhythms.

Nice to have

• Experience in multisite hospitality or remote facility accommodation management.
• Experience negotiating and managing large multi-year service agreements.
• Familiarity with large scale construction scheduling and labor curve planning.
