Senior Cost Manager / Quantity Surveyor (Heavy Civil Infrastructure): Managing cost and commercial services for transportation, roadway, bridge, utility, drainage, and other civil infrastructure projects with an accent on estimating, cost planning, procurement, and post-contract cost control. Focus on forecasting budgets and cash flow, evaluating changes and claims, managing commercial risks, and supporting value engineering across complex project lifecycles.

Location: Houston, Texas, United States. On-site presence and requirements may change depending on client needs.

What you will do

  • Advise clients on project cost and commercial strategies across planning, design, procurement, construction, and closeout.
  • Prepare, validate, and review estimates, cost plans, budgets, forecasts, cash flow projections, and contractor pricing.
  • Support procurement through vendor prequalification, bid analysis, commercial evaluations, and contract award recommendations.
  • Monitor expenditures, cost reports, contingency, risks, changes, payment applications, claims, and requests for additional compensation.
  • Coordinate with clients, engineers, contractors, and stakeholders while supporting cost validation, benchmarking, quantity reviews, and value engineering.
  • Lead post-contract cost control, audits, final account negotiations, closeout activities, executive reporting, and mentoring of junior team members.

Requirements

  • Bachelor’s degree in Construction Management, Quantity Surveying, Civil Engineering, Cost Management, or a related field.
  • 6–8+ years of experience in construction cost management, quantity surveying, estimating, or commercial management.
  • Experience with medium- to large-scale heavy civil and infrastructure projects, including transportation, roads, bridges, utilities, drainage, water/wastewater, or site development.
  • Strong knowledge of estimates, cost plans, forecasts, change orders, contractor pricing, procurement strategies, commercial management, and value engineering.
  • Ability to interpret drawings, specifications, schedules, and contract documents.
  • Excellent communication, presentation, and stakeholder management skills.

Nice to have

  • Construction consulting, owner’s representative, engineering consulting, or infrastructure program management experience.
  • RICS accreditation or progress toward accreditation.
  • CCP, CEP, PMP, or another relevant professional certification.
