Technical Program Manager, IS&T

Location: On-site in Everett, Washington, United States

Salary: $160,000–$195,000 per year

What you will do

• Lead IS&T program and portfolio execution across engineering, manufacturing, science, people operations, and other business functions.
• Build and mature TPM governance frameworks, delivery standards, roadmaps, methodologies, and decision-making rituals.
• Translate complex requirements into actionable roadmaps and measurable outcomes for digital platforms, infrastructure, and cloud modernization.
• Oversee budgets, resources, vendor evaluations, compliance considerations, and cost control.
• Improve IT operations through incident response, change control, release management, readiness practices, and continuous improvement.
• Develop KPIs, dashboards, and performance metrics while mentoring project managers, engineers, analysts, and Scrum Masters.

Requirements

• 8+ years of program management experience.
• Experience with governance, PMO development, multi-program execution, and budget oversight.
• Knowledge of incident response, root cause analysis, process optimization, and continuity planning.
• Experience with Oracle MES, Salesforce, ServiceNow, cloud transformation across AWS, Azure, or Google Cloud, JIRA, and Confluence.
• Experience with change control, audit readiness, and compliance frameworks including ISO 21434, GDPR, and NIST.
• Knowledge of Agile, Scrum, SAFe, SDLC, Waterfall, Kanban, stakeholder engagement, and executive communication.
