What you will do

• Build and own the statewide ECC-Rater network by contracting qualified rater firms across major California metros and setting commercial terms and SLAs.
• Manage relationships with California ECC Provider registries including CHEERS and Golden State Registry.
• Develop and run the QA program including credential verification, insurance review, pass rate tracking, and performance scorecards.
• Provide technical expertise in enterprise sales calls with large HVAC customers regarding HERS/ECC capabilities.
• Monitor the transition from HERS to ECC program and stay updated on relevant regulations.
• Evaluate strategic options including potential acquisitions to accelerate network coverage.

Requirements

• Experience running a permit + HERS/ECC + rebate operation with responsibility for network, workflow, and results (not a field technician role).
• Established relationships in the California rater market with knowledge of key metro areas and ability to engage with credentialing bodies.
• Proven experience building or managing multi-vendor, multi-metro networks including vetting, contracting, and offboarding partners.
• Ability to design and implement QA standards, vendor contracts, and network infrastructure from the ground up.
• Technical credibility to engage with senior HVAC operations leaders and discuss compliance and testing workflows authoritatively.
