VP, Chief of Solution Strategy, Deputy CIO

Location: Hybrid remote in the United States, operating within the Eastern time zone; Columbia, Maryland. U.S. citizenship required. Expected hours are 9:00 AM to 5:00 PM Eastern, with 10–15% occasional travel.

Salary: $190,000–$280,000 per year

What you will do

• Serve as the CIO’s deputy, representing the technology organization in leadership discussions, stakeholder engagements, and cross-functional decisions.
• Own enterprise-wide solution strategy, developing strategic technical approaches, innovation roadmaps, and mission-aligned solutions without owning architectural design.
• Lead and develop staff across multiple teams through direct and dotted-line reporting, including hiring, mentoring, performance management, and retention.
• Translate technical direction into actionable plans, priorities, execution roadmaps, decision frameworks, and operating cadences.
• Communicate solution strategy and organizational priorities to engineers, executives, and government agency leaders.
• Partner with BD, Growth, and Capture teams on solution strategy, technical volumes, delivery readiness, and cross-program initiatives.

Requirements

• U.S. citizenship and the ability to obtain and maintain security clearances up to Secret/Top Secret.
• Bachelor’s degree in computer science, information technology, engineering, business administration, or a related field, or equivalent education and experience.
• At least 12 years of progressive technology leadership experience, including 5 years managing multiple teams through direct and dotted-line structures.
• Experience with DoD, federal government contracting, associated security frameworks, contract vehicles, and agency engagement patterns.
• Broad technical acumen across software engineering, cloud infrastructure, data platforms, and modern delivery practices.
• Experience with Agile or SAFe and a demonstrated record of strategic communication, people leadership, and execution with minimal oversight.

Nice to have

• Experience with CMS, Medicare/Medicaid, HHS, defense data integration, health IT analytics, or civilian services modernization.
• Experience as a Chief of Staff, Deputy CIO/CTO, VP of Engineering, Solution Strategist, or in an equivalent role.
• PMP, SAFe Agilist, or similar program or portfolio management certification.
• Master’s degree in business, engineering, computer science, or a related field.
• Familiarity with AI/ML platforms, Databricks, Snowflake, AWS, or Azure.
