TL;DR
Director of Regulatory Compliance (Health Insurance): Building and scaling a multi-state regulatory compliance program for fully insured large-group health insurance with an accent on state licensing, DOI filings, SERFF submissions, and regulatory examinations. Focus on designing compliance controls, translating insurance requirements into practical business guidance, and supporting expansion into new states.

Location: Remote within the United States; must be in the CST or EST time zones. Business hours are 9-5 CST. Headquarters are in Dallas, Texas.

A fully insured large-group health insurance carrier expanding from Texas into additional states.

What you will do

  • Lead multi-state insurer licensing, certificate of authority applications, foreign qualification, and producer or agency licensing.
  • Own or partner on SERFF rate and form filings, manage DOI responses, and maintain filing, renewal, and reporting calendars.
  • Serve as the primary contact for Texas and other state Departments of Insurance, NAIC, and applicable federal regulators.
  • Manage regulatory examinations, market conduct exams, inquiries, complaints, and cross-functional responses.
  • Design compliance policies, internal controls, monitoring, testing, documentation, and audit trails.
  • Advise Product, Actuarial, Claims, Sales, Legal, and Provider Relations teams and provide executive and board-level risk reporting.

Requirements

  • Bachelor’s degree and 8+ years of progressive health insurance regulatory compliance experience.
  • Direct experience with a fully insured commercial health carrier, such as an HMO, PPO, or indemnity carrier.
  • Hands-on experience with state DOI rate and form filings, SERFF, multi-state licensing, and market entry.
  • Strong knowledge of state insurance codes, NAIC model laws, ACA market reforms, HIPAA, and applicable COBRA or ERISA requirements.
  • Experience managing regulatory examinations and market conduct exams, with strong written and verbal communication skills.
  • Must live in the United States within the CST or EST time zones and maintain availability during 9-5 CST business hours.

Nice to have

  • Experience expanding a Texas-domiciled or Texas-licensed carrier into additional states.
  • Familiarity with Texas Department of Insurance requirements and relationships.
  • Experience building a compliance function at an early-stage organization.
  • CHC, CPCU, HIA, or AHIP certification.
  • Experience with network adequacy, provider contracting compliance, ERM, or ORSA reporting.
