Location: Hybrid in Columbia, MD; must operate within the Eastern time zone

Salary: $171,600 - $240,000

What you will do

• Lead the development of compliant and compelling solutions for mid to large-size programs across HHS missions based on RFP requirements.
• Drive business design activities including market analysis, solution visioning, and stakeholder engagement.
• Partner with capture and proposal teams to shape pursuits and define winning strategies aligned with client missions.
• Translate client mission priorities into integrated business, technical, and operational solutions.
• Oversee the development of prototypes, demos, and concepts of operations to illustrate solution value.
• Develop narrative responses to market surveys, RFIs, RFPs, and white papers as the technical volume owner.

Requirements

• Bachelor’s degree in Computer Science, Engineering, Business, or a related discipline.
• 15+ years of experience in solution strategy, business design, or systems integration within federal/civilian sectors, especially HHS.
• Proven success leading solution development for complex federal RFPs.
• Deep understanding of government acquisition processes, proposal compliance, and contracting mechanisms.
• Strong communication and storytelling skills to translate technical depth into mission-driven narratives.
• Experience leading cross-functional teams blending strategy, technology, and design.
