TL;DR
Mid-term Project Evaluator (Peacebuilding): Conducting a mid-term review of the BREN II project to assess outcomes and impact using OECD-DAC criteria with an accent on civil society resilience and peacebuilding. Focus on verifying behavioral changes in targeted stakeholders, designing a mixed-methods evaluation methodology, and producing actionable recommendations for future programming.

Location: Remote, but must have in-country expertise and capacity to work in Armenia and Moldova. Timezone alignment with UTC+4 is required.

Salary: Up to 12,000 GBP (Total project budget)

What you will do

  • Conduct a mid-term review of the BREN II project based on OECD-DAC criteria to assess relevance, efficiency, and effectiveness.
  • Analyze project achievements compared to the theory of change and baseline data.
  • Document and verify observable changes in practices, behavior, and attitudes of civil society actors.
  • Design and implement a research methodology combining quantitative and qualitative approaches, including outcome harvesting.
  • Produce a comprehensive final report, executive summary, and detailed case studies.
  • Develop a data quality assurance plan and manage local data collection activities.

Requirements

  • Master's degree in Political Science, Sociology, International Relations, Conflict Analysis, or similar.
  • Minimum 8 years of professional experience in quantitative and qualitative research, specifically evaluating peacebuilding or conflict projects.
  • Excellent English writing skills.
  • Proven ability to design and implement work ensuring safety, security, and "do no harm" principles.
  • Deep knowledge of the socio-cultural, economic, and political context of the Eastern Neighbourhood.
  • Ability to engage within all BREN implementing countries or maintain local partners.

Nice to have

  • Knowledge of local languages: Armenian, Azerbaijani, or Romanian.
  • Existing access to local interviewers and consultants in the target regions.
