International Consultant - Expert in Psychology and Institutional Capacity-Building (SSA)

Location: SEC - hirify.global Secretariat, Vienna; work conducted off-site

Remuneration is based on qualifications, experience, tasks, deliverables, and hirify.global established rates.

The hirify.global is a regional security organization supporting democratic governance, security-sector reform, and international co-operation across 57 participating States.

What you will do

• Conduct stakeholder consultations, interviews, focus groups, data collection, and institutional capacity assessment with Armenia’s Ministry of Internal Affairs and relevant organizations.
• Assess perceptions, expectations, stigma, confidentiality concerns, and gender-specific barriers related to accessing psychological support.
• Map existing structures, human resources, budgets, technical capacities, and referral pathways for psychological support services.
• Analyse findings and prepare a needs and institutional capacity assessment report.
• Identify needs, capacity gaps, risks, and opportunities and develop recommendations for a future psychological support service model.
• Present preliminary findings, facilitate validation, incorporate feedback, and finalize the assessment and recommendations.

Requirements

• First-level university degree in psychology, clinical psychology, occupational psychology, mental health, public health, social sciences, or a related field.
• At least seven years of relevant experience designing, delivering, or assessing psychological support, mental health, or employee wellbeing services, preferably in law enforcement, emergency services, or other high-stress environments.
• Experience in policy planning, needs assessments, institutional capacity assessments, assessment methodologies, and data collection tools.
• Excellent knowledge of the Armenian law enforcement system.
• Professional fluency in Armenian with excellent communication and drafting skills is required.
• Working knowledge of English is required.

Nice to have

• Experience with gender-responsive workplace psychological support and gender perspectives in uniformed services.
• Experience working with international organizations or international projects.
• Knowledge of another hirify.global language.
• Gender awareness, sensitivity, and computer literacy.

• Short-term consultant engagement under a Special Service Agreement.
• Up to 20 working days are currently envisaged, with possible additional work up to 180 days per calendar year.
