TL;DR

Program Support Manager (Secondment to the Justice Centre for Legal Aid (JCLA)): Strengthening JCLA’s grants management and MEAL functions to improve programme quality and accountability with an accent on grant compliance, fundraising and donor engagement, and continuous improvement of internal processes. Focus on leading MEAL systems, project cycle management, and evidence-based decision-making in a complex humanitarian and recovery context.

What you will do

  • Strengthen JCLA’s grants management and compliance with NRC and donor regulations, grant agreements, and reporting requirements.
  • Lead fundraising strategy by supporting donor engagement, ensuring donor compliance, and developing high-quality concept notes, proposals, budgets, and external reports.
  • Provide technical oversight and continuous improvement of MEAL systems, including complaint feedback mechanisms (CFM), data analysis, and learning processes.
  • Lead Project Cycle Management (PCM) across the full cycle, including staff training, technical guidance, proposal development, reporting, and integration of cross-cutting elements.
  • Manage and support staff performance and development, coordinate with NRC and external stakeholders, and represent JCLA with partners and donors as delegated.

Requirements

  • Work eligibility: must be legally eligible to work in Amman, Jordan; NRC cannot provide work permits or visa sponsorships.
  • 5 years of relevant experience in a humanitarian/recovery context, with knowledge of the Jordan context, NGO operations, and humanitarian sector dynamics (preferably with local/national CSOs).
  • Experience with donor relations and grants management, including report and proposal development for multiple donors and working with budgets.
  • Experience designing, implementing, and overseeing monitoring and evaluation, including qualitative and quantitative data analysis and tools.
  • Excellent written and oral communication skills in English and Arabic.
  • Strong organizational skills, ability to manage teams, meet deadlines, and work under pressure; advanced Microsoft Word and Excel skills.
