TL;DR

Programme Governance and Operations Manager (Education): Providing senior operational and assurance leadership for the PGCE Wales programme with an accent on governance, regulatory compliance, and end-to-end operational oversight. Focus on managing complex regulatory activity, ensuring inspection readiness, and coordinating with external stakeholders.

Location: Hybrid. Must be contractually aligned to the Cardiff Office with expected attendance (approx. one day per week) and travel across Wales

Salary: £38,784 - £46,049

What you will do

  • Lead inspection readiness and accreditation activity to ensure continuous compliance with EWC expectations.
  • Manage PGCE governance arrangements, including committees, working groups, and decision-focused meetings.
  • Establish robust planning, reporting, and monitoring systems to ensure academic and operational standards.
  • Analyse data to identify risks, inform decision-making, and support the PGCE Wales five-year strategy.
  • Collaborate with academic colleagues, professional services, and external partners to ensure effective programme delivery.
  • Provide operational support to the Senior Manager to enhance programme resilience and continuity.

Requirements

  • Experience managing complex operational, governance, or regulatory processes in higher education or the public sector.
  • Experience working within the public or education sector in Wales.
  • Strong project and programme management capability, including risk management and cross-team coordination.
  • Experience producing high-stakes documentation for audits or regulatory submissions.
  • Ability to analyze data and evidence to support operational decision-making.
  • Excellent written and verbal communication skills.

Nice to have

  • Fluent Welsh (oral and written) or experience in a bilingual environment.
  • Experience with Estyn, EWC, or similar regulatory frameworks.
  • Experience in initial teacher education or partnership-based provision.
  • Experience managing data, evidence packs, or document control systems.
