What you will do

• Lead solution architecture, system design, and implementation strategies for ESI.mil website and CMS sustainment and modernization.
• Guide secure software development, monthly security reviews, and vulnerability response activities to ensure platform security.
• Ensure full compliance with DoD, RMF, NIST, and Section 508 accessibility standards.
• Drive technical analysis for enhancements, including CAC-enabled access, search improvements, and AI/ML-enabled capabilities.
• Coordinate with government stakeholders to manage QA, UAT, production deployments, and CI/CD practices.
• Mentor technical team members and oversee source code quality, configuration management, and technical documentation.

Requirements

• Demonstrated experience leading architecture and implementation of Federal IT, web applications, or enterprise software systems.
• Strong expertise in secure software development, application modernization, and system integration.
• Experience with cybersecurity compliance, including RMF/ATO documentation and STIG implementation.
• Deep knowledge of Section 508 accessibility standards and accessible web design practices.
• Proficiency in agile development, backlog refinement, and CI/CD-supported delivery.
• Ability to obtain a CAC and a favorable NIWC PAC Personnel Security Fitness Determination for system access.

Nice to have

• Experience supporting Navy, DoD, NIWC, or NAVWAR programs.
• Familiarity with Azure DevOps, Git, Jira, React, Angular, SQL Server, or PostgreSQL.
• Experience with CMMI Level 3, ISO 9001, ISO 20000, or ISO 27001 quality-controlled environments.
• Experience with FedRAMP-aligned cloud environments and RBAC/PKI-enabled access.
