What you will do

• Serve as the senior delivery leader accountable for overall contract performance, quality, and stakeholder communication.
• Act as the primary decision-maker and point of contact for federal agency stakeholders.
• Coordinate across program teams as a delivery manager to ensure synchronized execution and quality outcomes.
• Manage financial health, including contract revenue, billable utilization, and gross margin achievement.
• Oversee subcontractor performance and ensure adherence to delivery standards.
• Lead hiring, performance management, and professional development for direct reports.

Requirements

• 7+ years of relevant program management experience and a Bachelor's degree.
• 4+ years of experience managing technology service delivery in a federal contracting environment.
• Must meet federal suitability requirements and pass a background investigation.
• Proven ability to manage technical, contractual, and financial responsibilities across multiple workstreams.
• Experience managing large cross-functional teams (50+ FTE) in a SAFe or scaled Agile environment.
• PMP and Agile certifications (SAFe Agilist, PMI-ACP, CSM, or equivalent) required or strongly preferred.

Nice to have

• Prior experience managing federal digital services or government IT modernization contracts.
• Familiarity with Library of Congress, Copyright Office, or comparable agency governance.
• ITIL certification or familiarity with ITIL service management frameworks.
• Experience with CMMI or ISO quality standards in federal program delivery.
