What you will do

• Develop and strengthen a comprehensive MEAL framework for education sector financing aligned with results-based management principles
• Design and operationalize performance measurement systems, including indicators across inputs, outputs, and outcomes
• Analyze data on the use and effectiveness of education funding, including coverage, efficiency, and timeliness
• Identify implementation bottlenecks and reporting gaps to recommend practical improvements
• Produce high-quality analytical reports and policy briefs to inform decision-making
• Build capacity through training, mentoring, and collaboration with Ministry teams and regional authorities

Requirements

• 5–8 years of experience in monitoring and evaluation (MEAL), public finance, or related fields
• Degree in economics, finance, public administration, public policy, statistics, or a related discipline
• Experience with performance indicators and analyzing financial data to assess results and effectiveness
• Fluency in Ukrainian and English is required
• Must be based in Kyiv, Ukraine
