TL;DR

Business Development & Proposal Manager (Aviation/ATS): Leading growth initiatives and proposal development for the U.S. and LATAM Air Traffic Services training market with an accent on market capture strategies and federal procurement. Focus on shaping competitive solutions for FAA and commercial opportunities and leading the full proposal lifecycle.

Location: Must be based in or in proximity to hirify.global’s Dallas Training Facility or within key customer regions such as Washington, DC

What you will do

  • Lead business development, capture, and market growth activities for U.S. ATS training opportunities.
  • Identify and pursue new customers, partnerships, and strategic growth avenues.
  • Lead the full proposal lifecycle (RFI, RFP, BAFO), ensuring compliance and on-time submission.
  • Develop value propositions and win strategies aligned with customer requirements.
  • Coordinate cross-functionally with Engineering, Program Management, Finance, and Contracts.
  • Prepare cost estimates, schedules, and internal approval documentation.

Requirements

  • 8–10+ years of experience in business development, capture management, and/or proposal management.
  • Direct experience with U.S. government procurement, with FAA experience strongly preferred.
  • Bachelor’s degree in Business, Engineering, Aviation, or a related field.
  • Proven ability to manage multiple pursuits under tight deadlines.
  • Ability to travel up to 75% of the time.
  • Strong negotiation and communication skills.
