Proposal Manager (Federal)

TL;DR

Proposal Manager (Federal): Lead and manage pursuit of large and/or complex proposals for Federal clients including DOD, NAVFAC, and USAID with an accent on strategy development, compliance, writing, and resource oversight. Focus on interpreting solicitations, facilitating proposal teams, developing win themes and discriminators, and producing high-scoring final submissions.

Location: Arlington VA, Ann Arbor MI, Houston TX, Tualatin OR, Dallas TX, Orlando FL, Phoenix AZ, Cary NC (US offices). Candidate must be a U.S. Citizen. Hybrid or flexible work options may be offered after first 90 days. No relocation or visa sponsorship.

What you will do

• Lead overall proposal development from pre-proposal through post-proposal phases for large Federal pursuits.
• Interpret solicitation requirements (SF330s, RFPs, etc.) and guide teams to create compliant, compelling narratives aligned with win strategy.
• Develop schedules, outlines, compliance matrices, themes, and discriminators based on market intelligence.
• Facilitate kick-offs, brainstorming, storyboarding, and color team reviews.
• Author original content for sections like Management, Technical, Capabilities, Past Performance, and Staffing.
• Oversee production, quality control, and submission of final proposals.

Requirements

• U.S. Citizen required; able to complete background check, drug screen, motor vehicle records search.
• Bachelor's Degree or equivalent experience.
• 10+ years in engineering, project execution, or technical pursuit management.
• Experience leading Federal proposal processes.

Nice to have

• Prior experience on contracts $75M+ or IDIQ/GWACs $250M+.
• 8-10+ years related experience including 5+ years Federal proposal management/writing.
• Proficiency in Microsoft Office, SharePoint, Adobe CS.
• Federal procurement knowledge (FAR); APMP/PMP certifications.
• Ability to travel <10% and manage disparate teams.
