Emergency Management Planner

Location: Remote within the United States

Salary: $59,663–$81,233 per year

What you will do

• Develop and support emergency operations, continuity, hazard mitigation, and other preparedness plans and assessments.
• Research and analyze hazards, risks, capabilities, policies, and guidance to inform recommendations and client deliverables.
• Design, develop, conduct, and evaluate exercises using Homeland Security Exercise and Evaluation Program (HSEEP) principles, including exercise materials and after-action reports.
• Support interviews, workshops, planning meetings, facilitated discussions, client meetings, briefings, and training sessions.
• Prepare and revise technical reports, plans, presentations, and other deliverables based on client and quality-review feedback.
• Coordinate assigned tasks, deadlines, project delivery, proposals, business development, and compliance activities with project managers and multidisciplinary teams.

Requirements

• Bachelor’s degree in Emergency Management, Public Administration, Community Planning, or a related field; an equivalent combination of education and relevant professional experience may be considered.
• Minimum of three years of relevant professional experience in emergency management, preparedness planning, exercises, consulting, or related work.
• Experience developing emergency management plans, technical reports, assessments, or other professional deliverables.
• Experience supporting projects with defined schedules, deliverables, and client or stakeholder requirements.
• Strong technical writing, research, analytical, editing, organizational, time-management, interpersonal, and communication skills.
• Working knowledge of emergency management principles, preparedness planning processes, and applicable guidance.
• Ability to work independently, collaborate with project managers and multidisciplinary teams, manage multiple assignments, meet deadlines, communicate progress, use sound judgment, and adapt to changing project needs.
• Proficiency in Microsoft Office applications and common collaboration and presentation tools.

Nice to have

• Five or more years of relevant experience in emergency management, preparedness planning, exercises, or consulting.
• Experience with emergency operations plans, continuity plans, hazard mitigation plans, HSEEP-based exercises, stakeholder engagement, workshops, or facilitated planning processes.
• Experience working with state, local, Tribal, territorial, or federal government agencies.
• Familiarity with FEMA planning guidance, THIRA/SPR, resilience planning, emergency management grant programs, GIS, or related planning and analytical tools.
• Relevant certifications such as AEM, CEM, MEP, or continuity planning certifications.
