Senior Residential Hazard Mitigation Subject Matter Expert (California)

Location: California Remote Office; must be based in Southern California and willing to travel across California as necessary.

Salary: $98,187–$166,919 annually.

What you will do

• Advise local government and private nonprofit clients on large-scale FEMA HMA mitigation projects.
• Assess residential and community vulnerabilities to wildfires, wind, ice storms, and severe weather.
• Develop mitigation strategies involving building codes, structural retrofits, and community-wide resilience plans.
• Identify and secure funding, including coordinating federal grant resources.
• Deliver public education and outreach, explaining technical concepts to homeowners and community members.
• Lead coordination with government agencies, community organizations, industry, nonprofits, engineers, contractors, and emergency managers while monitoring compliance with FEMA requirements.

Requirements

• Bachelor’s degree.
• 5+ years of FEMA HMA project experience spanning program startup through implementation and closeout.
• Familiarity with emergency planning, mitigation planning, and grants management systems.
• Experience working with residential property owners to develop mitigation strategies and implement retrofitting measures.
• Demonstrated success managing complex cross-functional teams, meeting tight deadlines, and delivering compliant, high-quality work products.
• Strong analytical, problem-solving, decision-making, communication, emotional intelligence, critical thinking, integrity, and ethics skills.
• Ability to build organizational capability, motivate partners and staff, and work in a dynamic, fast-paced environment.
• Proficiency with Microsoft Word, Excel, PowerPoint, and project management software.
• All candidates must be authorized to work in the United States.

Nice to have

• Master’s or higher-level degree in a related field.
• Experience securing federal grants of $50 million or greater.
• Knowledge of California-specific building codes and hazard mitigation priorities.
• Familiarity with the FEMA Benefit-Cost Analysis tool and methodology.
