Director of Technology Office & Delivery

Location: Hybrid in Southampton or London, United Kingdom; remote options are limited to Southampton or London.

What you will do

• Own the technology book of work, including intake, prioritisation, quarterly planning, delivery standards, PMO disciplines, dependencies, RAID, decision logs, and milestone governance.
• Oversee technical delivery against the agile operating model, tracking KPIs, facilitating Technology 360, supporting scrum formation and estimation, and removing delivery blockers.
• Coordinate budget planning, forecasting, spend visibility, capitalisation inputs, benefits tracking, vendor performance, SOW standards, renewals, contractor optimisation, and strategic partner dependencies.
• Ensure portfolio compliance with risk and control policies; support audits, lead SDLC compliance root cause analysis and thematic reviews, and monitor control effectiveness.
• Run leadership routines, portfolio and operating business reviews, KPI and OKR dashboards, governance calendars, CTO reporting, and ExCo/Board materials.
• Lead workforce and location planning, contractor/FTE mix and capacity planning, technology standards adoption, internal communications, town halls, the tech hub, and innovation and engagement programmes.

Requirements

• 10+ years of experience leading technology delivery, PMO, or portfolio management in complex, multi-jurisdiction environments.
• Hands-on experience running agile operating models, book of work governance, and delivery KPI/OKR frameworks.
• Broad knowledge of delivery governance, financial, vendor and SOW management, workforce planning, SDLC compliance, and controls.
• Proven record of improving delivery predictability, quality, and cost through disciplined portfolio and vendor governance.
• Certification in delivery or portfolio frameworks such as SAFe, Scrum, PMP, or MSP, plus proficiency with Jira and delivery tooling.
• Degree in computer science, engineering, business, or a related field.
• Excellent communication and stakeholder management skills, with the ability to engage different audiences on delivery, risk, and trade-offs.
• Strong partnership and collaboration skills, building relationships internally and externally.
• Ability to learn new systems and business processes quickly and build close working relationships with colleagues and clients.
