What you will do

  • Design and implement a PostgreSQL/PostGIS database for the U.S. Geological Survey Volcano Hazards Program’s monitoring and evaluation workflows.
  • Build Python RESTful APIs, data ingestion tools, ETL workflows, metadata management, and backend tests.
  • Develop responsive React and JavaScript/TypeScript interfaces, editable content management tools, dashboards, reporting modules, and export capabilities.
  • Create GIS-enabled visualization tools using spatial databases, web mapping libraries, and geospatial data services.
  • Architect cloud-ready and portable systems, document deployment configurations, and produce user, API, schema, data, and deployment documentation.
  • Support security, Section 508 accessibility, federal compliance, stakeholder coordination, progress reporting, and interoperability across five volcano observatories.

Requirements

  • Bachelor’s degree and 8 years of professional experience, or a master’s degree and 6 years, associate’s degree and 10 years, or high school diploma/equivalent and 12 years of professional experience.
  • U.S. citizenship and the ability to obtain and maintain a Public Trust clearance.
  • Experience designing, implementing, and optimizing relational databases with spatial data types, indexing, and complex queries using PostgreSQL/PostGIS.
  • Proficiency building RESTful APIs with FastAPI or Flask, including data ingestion, ETL workflows, and automation scripting.
  • Strong JavaScript/TypeScript and React skills for responsive, accessible, interactive web applications.
  • Hands-on experience with ArcGIS, ArcPy, GDAL/OGR, PostGIS, and at least one web mapping library: ESRI JavaScript API, Leaflet, or Mapbox.
  • Experience with REST API design, documentation, consumption, security, versioning, logical and physical data modeling, entity-relationship diagrams, and federal metadata standards.
  • Experience designing portable, maintainable systems for cloud or hybrid deployment; familiarity with containerization and cloud-native patterns.
  • Proficiency with Git-based workflows, including branching, merging, code review, and repository management.
  • Working knowledge of Section 508 and WCAG 2.0 Level A and AA, including semantic HTML, ARIA, keyboard navigation, and color contrast.
  • Familiarity with FISMA, NIST SP 800-53, federal Certification and Accreditation processes, and technical documentation.
  • Strong written and verbal communication skills, cross-functional collaboration with government stakeholders, status reporting, and iterative feedback integration.

Nice to have

  • Experience with USGS, the Department of the Interior, or other federal science agencies.
  • Experience with volcano monitoring, natural hazards, or environmental science data systems.
  • R programming for statistical analysis, data visualization, or geospatial processing.
  • Experience consuming or publishing enterprise geospatial web services with ESRI/ArcGIS.
  • Mobile-responsive interface development, CMS development for non-technical users, and Agile or milestone-driven iterative development.
  • Familiarity with NIST SP 800-37, 800-18, 800-30, 800-64, 800-34, FIPS 199, FIPS 200, DOI SDLC, and the DOI Security Integration Guide.
