Project Manager - Senior BDVA 1681

Location: Reston, VA, US. US citizenship and Secret or higher security clearance required.

Salary: $101,000–$105,000 annually, depending on experience, qualifications, and security clearance.

What you will do

• Oversee day-to-day execution, agile facilitation, and project administration for assigned development or operational test teams.
• Lead daily stand-ups, sprint planning, backlog refinement, retrospectives, and other Agile ceremonies.
• Identify and remove operational blockers, resolve local team conflicts, and support team velocity.
• Track team-level budgets, schedules, Work Breakdown Structures, and Contract Data Requirements List deliverables.
• Monitor sprint velocity, burndown charts, capacity planning, tickets, workflows, and documentation in Jira and Confluence.
• Report tactical progress and issues to technical leads and stakeholders while maintaining project governance compliance.

Requirements

• Experience as a Scrum Master, Project Manager, or in a related team-facilitation role.
• Practical knowledge of Agile ceremonies and sprint cadences, with hands-on experience in Scrum, Kanban, SAFe, or similar Agile delivery models.
• Experience tracking team-level budgets, schedules, deliverables, and project metrics.
• Familiarity with Atlassian Jira and Confluence.
• Experience resolving team conflicts, removing operational blockers, and reporting progress or escalating critical issues.
• Strong problem-solving, analytical, communication, and attention-to-detail skills.
• Hands-on experience with a DevSecOps framework.
• Secret or higher security clearance and US citizenship required.
• 7–10 years of experience; a bachelor’s degree required, with a master’s degree preferred. Relevant experience may substitute for education.

Nice to have

• Knowledge of backlog management, user story creation, and sprint prioritization.
• Familiarity with DevSecOps and CI/CD pipelines.
• Knowledge of cyber operations, operational testing, or application development workflows.
• Certified ScrumMaster, Advanced Certified Scrum Master, PMP, Certified Scrum Product Owner, or PMI-ACP certification.
