Interconnection & Transmission Regulatory Manager, ANS

What you will do

• Lead transmission interconnection strategy and regulatory engagement for utility-scale photovoltaic and battery energy storage projects in Puerto Rico.
• Manage the full interconnection lifecycle, including pre-application coordination, formal submissions, scoping and system impact or facility studies, Interconnection Agreement negotiation, and commissioning milestone tracking.
• Manage interconnection queue positions, milestones, cost allocations, network upgrades, and queue withdrawal or transfer rights while coordinating with PREPA and LUMA Energy.
• Review study results for technical accuracy, cost reasonableness, and compliance with tariffs and interconnection rules; prepare challenges or reconsideration requests when needed.
• Coordinate Interconnection Agreement milestones, security posting and refund schedules, commercial in-service obligations, amendments, and owner-side protection and control, metering, SCADA, and telemetry requirements.
• Manage transmission service requests and generation-tie studies, evaluate firm and non-firm transmission options, and monitor PREPA, LUMA Energy, and Puerto Rico Energy Bureau proceedings affecting project economics and compliance.

Requirements

• Bachelor’s degree in electrical engineering or a related technical field.
• At least seven years of experience in electric utility interconnection, transmission planning, energy regulatory affairs, or a combination of these areas.
• Direct experience managing interconnection processes for utility-scale generation projects, including PV, BESS, or equivalent technologies.
• Experience reviewing interconnection study results and negotiating or administering Interconnection Agreements.

Nice to have

• Advanced degree.
• Puerto Rico interconnection experience with PREPA or LUMA.
• Fluency in English and Spanish.
• Professional Engineer license.
