What you will do

  • Act as an operational counterpart to the CTO across Product, Engineering, and Implementation, making prioritization decisions and running the technical organization’s operating system.
  • Lead strategic organizational initiatives, operating cadence, roadmap and portfolio reviews, leadership meetings, offsites, decision documentation, and executive communications.
  • Build and lead the technical Program Management Office, including hiring, developing, and determining deployment models for technical program managers.
  • Own portfolio intake, prioritization, delivery standards, customer deliveries, risk and dependency tracking, launch readiness, government contract reporting, and delivery-health tooling.
  • Resolve priority conflicts across Product, Engineering, Implementation, and public- and private-sector delivery motions while managing information flow to the CTO.
  • Partner with People and Finance on headcount planning, org design, leveling and compensation frameworks, budget ownership, spend tracking, variance analysis, and investment trade-offs.

Requirements

  • Approximately 10 years of experience in product management, technical program or portfolio management, strategy, business operations, or a role involving genuine operational ownership.
  • Experience managing multiple parallel workstreams, competing stakeholders, and ambiguous ownership while maintaining execution.
  • Experience building or running a PMO or program portfolio, including intake, prioritization, and delivery-tracking processes.
  • Experience managing and growing a team, including hiring, coaching, and providing difficult feedback.
  • Technical fluency sufficient to discuss APIs, infrastructure, deployment, and conceptual architecture with platform engineers, read design documents, and challenge proposals; coding is not required.
  • Financial and operational fluency, including budget management, variance analysis, and headcount and spending trade-offs.
  • Experience partnering with a People function on organizational design and workforce planning.
  • Ability to influence engineers, product managers, and go-to-market leaders through trust, framing, and timing.
  • Strong organizational precision, including clear systems, clean first drafts, and concise asynchronous updates.

Nice to have

  • Experience delivering programs under government contracts, including milestones, deliverables, and compliance reporting.
  • Experience building production systems with LLMs, agents, evaluations, or retrieval.
  • Experience using engineering metrics such as DORA or SPACE to improve team effectiveness.
  • Background in trade, supply chain, compliance, or work with government customers.
