Program Manager – Operations, Development Task Order

Location: Onsite at National Business Park, Annapolis Junction, Maryland, United States. U.S. citizenship and an active TS/SCI clearance with polygraph are required at the start.

Salary: $147,000–$296,000 per year, based on qualifications, relevant experience, and expertise.

What you will do

• Lead daily operations across hirify.global and subcontractor teams, surfacing issues and maintaining accurate operational status.
• Execute program transition, onboarding, governance cadence, reporting structures, and integration of subcontractor task-area leads.
• Own the Integrated Master Schedule, resource plan, staffing dependencies, labor burn, and variance reporting.
• Manage Agile delivery cadence, including PI planning, sprint cadence, and release coordination, with Release Engineers and the Technical Director.
• Direct subcontractor execution, staffing operations, recruiting pipelines, onboarding, training, retention, and corrective actions.
• Coordinate clearance processing and access for 150+ personnel; manage facilities, operational metrics, award-fee evidence, CDRL and non-CDRL deliverables, government interfaces, risks, issues, and program reviews.

Requirements

• Bachelor’s degree in Engineering, Computer Science, Information Systems, or a related STEM field.
• 12+ years of experience on systems or software engineering programs, including 5+ years as a Deputy Program Manager, Program Manager, or Control Account Manager.
• Experience leading day-to-day operations for programs with 100+ personnel.
• Experience owning an Integrated Master Schedule and program-level resource planning.
• Experience in multi-contractor or prime/subcontractor environments, including direct management of subcontracted personnel.
• Experience supporting full-lifecycle Agile software delivery across systems engineering, development, integration and test, deployment, and operations and maintenance.
• PMP certification, active TS/SCI with polygraph, and U.S. citizenship.

• Experience with CPAF contracts and award-fee evidence collection.
• Experience transitioning programs or standing up new contracts or task orders.
• Experience managing contractor facilities with multiple network connections.
• Experience with deployment, sustainment, or 24x7 operational support.
• Record of improving staffing levels and staffing new work at program start.
