Product Manager/Fires SME (AI)

Location: On-site in Honolulu, HI or the National Capital Region; one position travels 50% of the time. Regular on-site collaboration is also required in the San Diego area, including work with Government and development stakeholders at or supporting NIWC-Pacific. Work takes place in secure facilities with restrictions on personal electronic devices and remote connectivity.

What you will do

• Map the USPACOM joint targeting workflow from target development through nomination, approval, and assessment, documenting deviations between doctrine and command practice.
• Translate joint targeting doctrine, JFE and JTCB workflows, target development standards, and decision authority into requirements, user stories, and acceptance criteria.
• Work with UX designers, software engineers, architects, and the Technical Program Manager to ensure the product is operationally accurate and priorities reflect operational value.
• Define representative scenarios and acceptance criteria to evaluate whether Target Effect Pairing recommendations are complete, relevant, explainable, and defensible.
• Demonstrate capabilities with targeteers, JFE and JTCB staff, and J32 operators; collect feedback, define success measures, and report progress, risks, and open decisions.

Requirements

• Proven ability to drive progress and create clarity in fast-moving, ambiguous environments.
• Ability to maintain required TS/SCI access eligibility.
• Experience with targeting work at a combatant command, Joint Staff, component, or Air Operations Center, including target development, target systems analysis, or combat assessment.
• Experience working inside a JFE or JTCB process and explaining how its decisions are made.
• Experience owning digital product requirements, including discovery, user stories, acceptance criteria, and backlog shaping.
• Experience explaining the basis, assumptions, and limits of targeting recommendations to people outside targeting.
• Experience collaborating with UX and engineering teams through refinement, reviews, and demonstrations using Scrum, Kanban, SAFe, or a similar agile approach.
• Experience in DoW, Joint, combatant command, Navy/NIWC, or CDAO mission environments, including government milestone reviews or acceptance processes.
• Familiarity with AI-enabled decision support, explainability, and human-machine teaming.
• Experience using Jira, Confluence, or comparable product and agile delivery tools.

• Joint Targeting School graduation.
• Experience with Maven Smart System or Joint Targeting Toolbox.
