Procurement Specialist – Mid-Level & Senior (EPC)

Location: On-site Monday–Friday at 15011 Katy Freeway, Houston, TX 77094, US. Not remote. Up to 15% domestic travel to project sites and vendors is required.

What you will do

• Manage end-to-end procurement for EPC utility projects, from RFP development and bid evaluation through negotiations, contract administration, and delivery.
• Lead sourcing, subcontracting, bidder selection, commercial evaluations, award recommendations, and contract execution for complex, high-value projects.
• Coordinate bidder prequalification, technical evaluations, submittals, expediting, and compliance with project, client, and MBE/WBE requirements.
• Manage supplier agreements, subcontractor performance, commercial risks, and critical material delivery issues.
• Partner with project management, engineering, construction, suppliers, and procurement teams to resolve delivery issues and mitigate risks.
• Advise project leadership on procurement risks and mitigation, mentor team members, and improve procurement practices.

Requirements

• 5+ years of end-to-end procurement experience supporting large infrastructure projects from engineering through construction.
• Strong experience with RFPs, bid evaluations, contract negotiations, subcontracting, and material procurement for complex capital projects.
• Experience with supplier prequalification, submittals, expediting, and delivery coordination.
• Bachelor’s degree in Supply Chain, Business, Finance, Logistics, or a related field.
• Strong commercial judgment, negotiation skills, and attention to contractual detail.
• Effective communication skills, ability to work independently, and ability to collaborate across project management, engineering, construction, and procurement teams.
• Willingness to travel domestically up to 15% to support project execution and field operations.

Nice to have

• Utility and high-voltage procurement experience, particularly in transmission and distribution and substation projects.
• EPC experience or a background in electrical infrastructure, electrical contracting, or related industries.
• Established supplier and subcontractor relationships within utility infrastructure or electrical markets.
