Regulatory Counsel, High-Risk (Fintech)

Location: San Francisco or Remote; supports the U.S. and Canada footprint

Base salary: $140,000–$220,000 per year, plus equity and benefits

What you will do

• Advise Product and Sales on product designs, features, deal structures, prospective customers, and new market entry.
• Lead legal and regulatory analysis for new sectors, business models, and structures, including ISV, marketplace, and merchant-of-record models.
• Own regulatory strategy for gaming and gambling, including iGaming, sports wagering, sweepstakes, prediction markets, vendor licensing, and state-by-state and provincial requirements.
• Partner with Product from concept through launch to embed regulatory requirements into product design, user flows, disclosures, and terms.
• Support complex deals, sponsor bank and card network relationships, compliance programs, licensing, filings, audits, exams, and outside counsel management.
• Monitor U.S. and Canadian regulatory, legislative, and network developments and prepare guidance, position papers, FAQs, and decision-ready analysis for senior stakeholders.

Requirements

• Juris Doctor or equivalent and active bar admission in good standing in at least one U.S. state.
• 5+ years of legal experience with a substantial regulatory focus in payments, fintech, banking, gaming, or a similarly regulated industry, gained at a law firm, in-house, or in government.
• Ability to analyze complex, multi-jurisdictional regulatory frameworks and apply them to products, customers, and business models.
• Experience advising Product, Sales, or business development teams directly, ideally on new product launches or market entry.
• Working knowledge of U.S. payments and financial services regulation, including money transmission licensing, FinCEN, BSA/AML, consumer protection, and privacy.
• Exceptional written and verbal communication, including the ability to turn ambiguity into clear plans, trade-offs, and decisions.
• Experience leading complex cross-functional work with multiple dependencies and senior stakeholders.
• Business-minded, solutions-oriented, comfortable with ambiguity, curious, proactive, detail-oriented, and collaborative.

Nice to have

• Gaming and gambling regulatory experience, including state and tribal gaming authorities, vendor licensing, sweepstakes and promotional law, and prediction markets.
• Familiarity with Canadian frameworks including FINTRAC, RPAA, PIPEDA, Quebec Law 25, and provincial gaming regulation.
• Experience with Visa, Mastercard, Interac, or Discover rules and sponsor bank program requirements.
• Knowledge of fintech-bank partnerships and bank third-party risk expectations.
• Experience at a card network, processor, acquirer, sponsor bank, or financial services regulator.
• Experience with high-risk merchant verticals such as nutraceuticals, CBD, wellness, or digital products and services.
