Business Analyst - Rules Verification (Civil Service)

Location: Trenton, New Jersey, United States; hybrid with 3 days per week onsite. Local candidates only. Work authorization must not require sponsorship now or in the future.

Salary: $70–$81 per hour.

What you will do

• Identify and verify civil service rules governing titles, eligibility, appointments, promotions, seniority, and personnel actions.
• Extract business rules from legacy source code, including stored procedures and batch logic, and from legacy documentation.
• Trace each rule to its source file, procedure, document section, specification, and test; flag undocumented, conflicting, or obsolete logic.
• Build expected-result sets from production output and define input/output pairs for standard, boundary, and exception scenarios.
• Resolve conflicts between legacy code, documentation, regulations, DCF policy, and current practice with business owners.
• Partner with QA and test automation staff, maintain the requirements traceability matrix, and manage rule changes through change control.

Requirements

• Bachelor’s degree from an accredited college or university.
• 5+ years of experience in business analysis, including business rule extraction.
• Demonstrated ability to extract business rules from legacy source code and documentation with traceability to each rule’s origin.
• Ability to read legacy source code such as SQL, PL/SQL, or comparable languages, plus working knowledge of SQL for data querying and analysis.
• Experience building expected-result sets from production output and maintaining a requirements traceability matrix.
• Ability to write extracted rules in a specification format suitable for machine ingestion.
• Strong analytical rigor and attention to detail.
• Exceptional written and verbal communication skills.
• Ability to safely and successfully perform essential job functions, including sedentary computer-based work and occasional movement around the office.

Nice to have

• Experience with civil service, public sector HR, or payroll rules.
• Experience with parallel-run or dual-run validation on a modernization effort.
• ISTQB or comparable testing certification.
• Experience supporting State of New Jersey agencies.
• Experience in Human Services, Child Welfare, Public Health, or Social Services programs.
