Construction Site Compliance Manager

Location: Fully site-based in Bedford, United Kingdom, 5 days a week

What you will do

• Act as the primary on-site representative for planning compliance across the Entertainment Resort Complex construction program.
• Monitor contractor activities through daily site inspections and enforce compliance with planning permissions, conditions, CEMPs, method statements, environmental management plans, and SDO requirements.
• Identify and resolve non-compliance issues, agreeing corrective actions and practical mitigation measures with contractors.
• Review and support planning documentation, contractor submissions, and proposed construction methodologies.
• Coordinate site visits and engagement with governmental bodies, planning authorities, and regulatory stakeholders.
• Deliver workshops, toolbox talks, briefings, and practical communications to embed planning compliance across the workforce.

Requirements

• Willingness to work onsite 5 days a week in Bedford.
• Bachelor’s degree or equivalent qualification in Construction Management, Environmental Management, Planning, Engineering, or a related field is preferred.
• Significant experience in construction site-based roles, with a strong understanding of live construction environments and contractor operations.
• Proven experience in planning compliance, planning conditions, or environmental management within major construction or infrastructure projects.
• Strong working knowledge of planning permissions, CEMPs, environmental constraints, and regulatory compliance requirements.
• Ability to interpret planning and environmental requirements and translate them into practical, buildable site solutions.
• Excellent communication and interpersonal skills for engaging with site operatives, contractors, and senior stakeholders.
• Strong observational and problem-solving skills with a proactive, solution-oriented approach.
• Experience with Microsoft Excel, Word, Planner, Power BI, Teams, and Power Apps.

Nice to have

• Experience delivering or contributing to site training, workshops, or toolbox talks.
• Experience with document management systems and PDF tools such as Bluebeam.
• Experience with Wrike or similar tools.
