Mid-Level Program Analyst (R&D)

Location: Onsite in Springfield, Virginia, United States.

Salary: $120,000–$130,000 annually.

What you will do

• Support the Office of Research and Technology Applications team at the National Geospatial-Intelligence Agency.
• Coordinate day-to-day activities and manage data supporting NGA Research programs, initiatives, projects, and procurements.
• Support R&D program planning, budget formulation, acquisition assistance, and financial management for RDT&E and O&M funds.
• Support programmatic and financial matters for the PPE team, Technical Offices, and Pods.
• Develop communications strategies and write, edit, and distribute publications, public releases, website content, annual reports, and other internal and external materials.
• Support technology transition and the execution of the Technology Transfer program.

Requirements

• At least 10 years of work experience.
• Active Top Secret clearance with SCI eligibility and willingness to sit for a CI Poly.
• BA/BS or MA/MS in business management, systems management, communications and marketing, or an equivalent degree.
• Strong communication skills and extensive knowledge of strategic business partnerships.
• Knowledge of intellectual property, Export Control/ITAR, technology readiness levels, and security classification for program protection and transition.
• Experience or education in R&D program development from concept inception through technology transition, program management, and cost, schedule, and performance management.
• Knowledge of RDT&E funding, the PPBE process, FAR, and DFARS FMR for structuring program schedules and planning funding execution.
• Experience drafting, reviewing, and editing R&D statements of work, contracts, Technology Transfer agreements, CRADAs, EPAs, PIAs, and other program documentation.
• Experience writing and distributing content that communicates organizational activities, products, or services to internal and external organizations.

Nice to have

• MBA with a concentration in Technology Management.
• Prior or current experience working with a research and development organization or government agency.
