Program Manager (Federal Health Data)

Location: Remote within the United States, with occasional travel to CMS headquarters in Baltimore, Maryland. Legal authorization to work in the US is required; visa sponsorship is not available.

Salary: $120,000–$130,000 per year.

What you will do

• Lead delivery of a federal open data platform and manage a cross-functional agile team of 15–25 people.
• Own the product strategy, rolling roadmap, backlog prioritization, sprint cadence, release planning, and product increment planning.
• Manage task orders, project planning, financial tracking, estimates at completion, staffing, risks, dependencies, and contract performance.
• Produce monthly status reports, project dashboards, QASP metrics, and other performance reporting using Jira and Confluence data.
• Act as the primary partner for CMS leadership, the COR, CO, Product Owners, communications teams, and more than eight data-owning agency components.
• Oversee data product releases, help desk operations, user communications, stakeholder presentations, data governance, and transition activities.

Requirements

• Master’s degree in management, public administration, IT, or a related field.
• At least 10 years of relevant program or project management experience.
• At least 4 years of experience with open data projects, including demonstrated expertise in DCAT-US 3.0.
• At least 4 years of experience working directly with CMS programs or data.
• Experience managing cross-functional teams and applying Agile product management principles, including sprint, backlog, and release planning.
• Ability to obtain and maintain a favorable Public Trust determination and authorization to work in the United States.

Nice to have

• PMP, SAFe, Certified ScrumMaster, or equivalent agile certification.
• Experience with Drupal-based public websites or large public data platforms.
• Familiarity with CMS security and ATO processes, Section 508, and WCAG 2.1 AA.
• Experience with hosting migrations or website consolidation projects.
