TL;DR
Project Contract Manager (Capital Projects) (Contract Management/Procurement): Managing service contracting for large capital and sustaining projects in the specialty chemicals industry with an accent on sourcing strategy, bidding, contract execution, compliance, and commercial risk management. Focus on negotiating complex service contracts, monitoring contractor performance and project costs, resolving claims and disputes, and coordinating stakeholders through project closeout.
Location: Hybrid in Shanghai, China

What you will do
- Develop regional sourcing and package-awarding strategies for capital and sustaining project service contracts.
- Qualify local contractors, organize competitive bidding, prepare ITB documents, and coordinate pre-bid, technical, and commercial clarification meetings.
- Lead proposal evaluation, price reviews, negotiations, letters of award, contract finalization, and contractor performance monitoring.
- Manage contract execution against schedule, budget, quality, environmental, safety, compliance, and procurement requirements.
- Identify and mitigate contractual, commercial, and project risks; manage changes, claims, disputes, notices, payments, and contract valuations.
- Coordinate contract closeout, lessons learned, and handover of asset maintenance data to operations and maintenance teams.
Requirements
- 10+ years of experience planning and executing large and sustaining capital service contracts in heavy industrial applications, including chemical, specialty chemicals, mining, or oil and gas environments.
- Bachelor’s degree in Business or Engineering; a Master’s degree is a plus.
- Expert knowledge of commercial contract law and contract management principles, with strong negotiation, stakeholder management, communication, and interpersonal skills.
- Experience with capital projects exceeding TIC 100M and EPC, EPCM, or detailed design contractor bidding and contracts.
- Proficient English required for internal and external business communication.
- Ability to travel; familiarity with MS Office required. Ariba and SAP experience is a plus.

- Cost controller background.
- Experience with claims and arbitrations.
- Class I registered or certified cost engineer qualification.
- Master’s degree in Business or Engineering.
