Senior Technical Contract Engineer Services (Oil & Gas)

Location: France, with possible rotation to Basra, Iraq. Resident five days per working week.

Contract target values: above USD 200 million. Annual turnover under responsibility: almost USD 100 million.

Work on complex international contracts and procurement activities for a global multi-energy client operating large-scale refining and petrochemical facilities.

What you will do

• Manage technical services contract and procurement activities for the RATAWI Hub affiliate in cooperation with partner entities.
• Lead requests for tender, offer evaluations, negotiations, contract awards, and preparation of contractual and administrative documents.
• Manage 30–40 active contracts and 100–150 service orders annually, including claims, extensions, renewals, budgets, supplier performance, and SAP purchase orders.
• Develop procurement strategies, supplier panels, procurement plans, and Master Procurement Plan updates.
• Lead cost optimization, market intelligence, supplier qualification, target pricing, and complex contract negotiations.
• Ensure compliance with contractual policies, applicable laws, ethics and transparency requirements, H3SE clauses, and audit requirements.

Requirements

• BAC+5 diploma or recognized equivalent professional experience.
• More than 12 years of experience in the oil and gas industry, including at least 9 years in contracts.
• Advanced competence in procurement strategy development, contractual and legal environments, and contract management.
• Intermediate competence in market intelligence, sourcing, SAP management, supplier relationship management, and supply optimization.
• English is required. French or Arabic is an advantage.
• Strong management, interpersonal, problem-solving, planning, coordination, and control abilities.

Nice to have

• French or Arabic language skills.
• Experience working with Iraqi authorities, international partners, service contractors, and material suppliers.
