Sr. Workforce Planning & Staffing Manager

Location: Arlington, Virginia, United States (Hybrid)

Salary: $130,000–$160,000 per year

What you will do

• Lead portfolio-wide workforce planning and staffing across programs, projects, and workstreams.
• Forecast workforce demand, capacity, utilization, attrition, growth, and staffing risks.
• Coordinate resource selection, candidate matching, internal mobility, employee deployment, onboarding, and offboarding transitions.
• Maintain skills inventories, workforce dashboards, staffing trackers, hiring pipelines, and reporting.
• Conduct skills-gap assessments and identify recruiting, training, and workforce development needs.
• Partner with program leadership, Delivery Leads, Capability Leads, recruiting, HR, and PMO Operations on staffing priorities and process improvements.

Requirements

• Bachelor’s degree in Business Administration, Human Resources, Program Management, Organizational Development, or a related field.
• 7+ years of experience in workforce planning, staffing, resource management, program operations, or consulting operations.
• Experience supporting a large federal government program, portfolio, or professional-services organization.
• Experience managing staffing across multiple projects or workstreams simultaneously.
• Strong knowledge of resource forecasting, utilization, workforce capacity planning, and staffing pipelines.
• Strong analytical, organizational, written, and verbal communication skills, with the ability to manage changing priorities and large volumes of workforce information.

Nice to have

• Experience supporting DHS, CISA, or another federal civilian agency.
• Experience supporting portfolios of 100+ employees and federal contracting activities such as task orders, recompetes, transitions, and surge staffing.
• Familiarity with skills-based workforce planning or capability-based resource management.
• Experience with Power BI, Excel, Smartsheet, ServiceNow, or similar workforce-management tools.
• PMP, SHRM, PHR, or workforce-planning certification.
