Technical Product Owner

Location: Washington, DC, United States; hybrid schedule with onsite attendance required two days per week

Salary: $110,000–$130,000 per year

What you will do

• Develop product roadmaps aligned with mission objectives, technology priorities, cybersecurity requirements, resources, and budgets.
• Translate operational and stakeholder needs into requirements, features, user stories, release plans, and measurable outcomes.
• Own backlog refinement, feature prioritization, sprint planning, release planning, and lifecycle activities.
• Coordinate delivery across software development, infrastructure, cybersecurity, architecture, business, and government stakeholders.
• Manage risks, dependencies, technical debt, resource constraints, delivery tradeoffs, and product documentation.
• Prepare executive briefings, business cases, dashboards, governance materials, and product status updates.

Requirements

• Bachelor’s degree in Computer Science, Information Systems, Business Administration, Management, or a related discipline.
• 8+ years of relevant experience in business analysis, technical analysis, product ownership, product management, or technology program delivery.
• Experience leading technology capabilities through roadmap planning, requirements, prioritization, delivery, releases, and implementation.
• Strong knowledge of Agile product delivery, including backlog refinement, sprint planning, iterative development, and incremental releases.
• Experience coordinating cross-functional enterprise teams and presenting decision-ready information to executive or government stakeholders.
• Must be a U.S. citizen and able to obtain and maintain Public Trust government clearance.

Nice to have

• Experience with enterprise IT modernization and complex digital transformation initiatives.
• Knowledge of multi-year product strategies, enterprise architecture governance, cybersecurity requirements, and technical debt management.
• Experience with WSJF, MoSCoW, value-based scoring, business cases, tradeoff analyses, governance documentation, and performance dashboards.
• Background in federal organizations or mission-critical technology environments.
