Management Analyst III (Research Security)

What you will do

• Develop and maintain the Research Security Program framework aligned with NSPM-33 requirements.
• Create the Concept of Operations (CONOPS), implementation roadmaps, workflows, process diagrams, and reference guides.
• Draft and implement research security policies, procedures, templates, and guidance for NOAA institutions.
• Establish continuous compliance monitoring, assessment methodologies, tracking mechanisms, and reporting templates.
• Develop the risk register for integration with the NOAA Risk Expert Network (REN).
• Design performance metrics, quality assurance indicators, and recurring compliance and assessment reports.

Requirements

• Active TS/SCI clearance with crossover eligibility.
• Bachelor’s degree in management, business administration, public administration, or a related field.
• At least 5 years of experience in program or policy analysis, including at least 3 years supporting federal government contracts.
• Experience developing policies and frameworks for federal programs.
• Strong understanding of project management methodologies, compliance frameworks, risk management, and control systems.
• Proficiency with Microsoft Office Suite, Google Workplace tools, and Smartsheet; strong analytical, documentation, and organizational skills.
