Senior Manager, Sourcing and Subcontracts

Location: Remote within the United States or from a U.S. office location; U.S. territories are excluded. Occasional travel is required for meetings, training sessions, and conferences.

Annual salary: $130,000–$160,000 USD.

What you will do

• Lead enterprise-wide strategic sourcing initiatives and complex RFP, RFI, and RFQ procurements.
• Develop sourcing strategies, lead negotiations, and manage procurement risks involving cost, quality, compliance, and business outcomes.
• Provide functional oversight across pre-award and post-award subcontract administration, including contract formation, modifications, and issue resolution.
• Develop subcontracting templates, tools, standard operating procedures, reporting, and compliance metrics.
• Lead, coach, and develop a high-performing team while promoting accountability, collaboration, and continuous improvement.
• Partner with program teams, business development, proposals, legal, compliance, finance, and purchasing on sourcing and subcontracting strategies.

Requirements

• Bachelor’s degree or at least nine years of equivalent professional experience.
• Experience in strategic sourcing, procurement, subcontract administration, and contract lifecycle management.
• Experience in compliance-driven environments, preferably U.S. Federal Government contracting.
• Experience with contract drafting, review, vendor negotiations, procurement regulations, risk management, and subcontracting best practices.
• Proficiency with e-sourcing platforms, procurement technologies, and contract management systems.
• Strong communication, stakeholder management, analytical, problem-solving, and people leadership skills; advanced proficiency with Microsoft 365, Excel, Adobe Acrobat Pro, Copilot, and other AI tools.

Nice to have

• J.D. or procurement-related certifications such as CPSM, CIPS, or CPP.
