Solution Technical Lead (DevSecOps)

Location: Hybrid in Rockville, Maryland, or remote within the continental United States (CONUS). Travel up to 10%.

Salary: $173,000–$192,000 per year, with potential additional compensation such as bonuses.

What you will do

• Act as the primary technical authority for Scrum Teams, provide daily technical direction, resolve integration blockers, and represent technical delivery to VA stakeholders.
• Translate architecture and security mandates into engineering standards, technical designs, environment configurations, and secure coding practices.
• Lead legacy-to-modern coexistence engineering using contract-first APIs, REST/JSON services, HL7/FHIR messaging, and secure data exposure from VistA systems.
• Own reusable CI/CD pipelines with SAST, DAST, scanning, automated testing, Guardrails-as-Code, observability, and DORA metrics.
• Drive production readiness, critical defect resolution, Tier 3 root cause analysis, technical debt remediation, and vulnerability remediation.
• Mentor technical staff, lead technical interviews, support proposal and capture efforts, and advance reusable delivery patterns and AI-assisted SDLC accelerators.

Requirements

• 12+ years of software engineering experience, including 5+ years as a technical lead or manager directing multiple concurrent Agile teams on federal IT programs.
• 5+ years designing and operating CI/CD pipelines, DevSecOps toolchains, and automated testing frameworks.
• Experience across legacy applications, custom development, SaaS platforms such as ServiceNow and Nuvolo, and containerized cloud platforms including AWS, Azure, and OpenShift.
• Strong integration engineering experience with contract-first APIs, REST/JSON, HL7/FHIR, and InterSystems IRIS.
• Experience with SAFe, VA OIT engineering processes, TRM, ATO/A&A security gates, Section 508, VistA/FileMan, Databricks, and Delta Lake.
• Tier 2 / Moderate Risk Background Investigation and ability to obtain a VA PIV credential required. Bachelor's degree in a relevant field required; master's degree preferred.

Nice to have

• Prior Key Personnel experience on VA or DoD health IT contracts.
• Direct experience with VA supply chain systems such as IFCAP, Maximo, or DMLSS.
• SAFe Architect or SAFe Agilist certification and Red Hat OpenShift certification.
